If by 'scooter' you mean a cycle propelled by an engine of less than 50cc, then the short answer is - no.

To ride a motorcycle you must have a motorcycle licence, unless the motorcycle is classified as a 'moped' (defined by Land Transport NZ as '...a motor vehicle on two or three wheels, with a power output of no more than 2 kW (i.e. less than 50cc) and a maximum speed of 50 km/h....).

To drive a moped you must hold a car licence or motorcycle licence.

Are you severe? you already know the answer to this question, and in case you prefer to take the possibility, choose for it....yet i might warning against allowing a non-insured, non-authorized driving force to stress my motor vehicle. no longer something stable can pop out of that difficulty if he has an twist of destiny.
