It's stereotypes....and I guess a lot of people who travel to France come back and say "oh they were rude" or "not very helpful." Or "they called me stupid cuz I'm American."
I have heard those things...but I've never been to France myself. However I'm educated enough to know that even if you do meet a few rude people, that doesn't mean the whole population is rude. I can also understand that some Americans can be kind of bullish and ignorant....which may lead to other people being rude to them. :) It also may be why they think people are being rude, when they really aren't.
The sterotypes in America are that French people all smoke, they are overly-fancy, stuck up, and they think their culture is SO much better than anyone elses. But also, they are elegant, artistic, and have funny laughs. Sometimes these things are based on truth, sometimes not.
I guess some people think that the French are ungrateful for us saving them in WW2, cuz they kicked us out and now disagree with us on some issues instead of being best buddies? I don't know exactly, but that was a long time ago.

I've never been to France, but it seems like a cool place. I'd like to visit some day.
