Good question; one that's been discussed on Yahoo Answers 100 times. Terrorism is driven by an extreme religious ideology, and regardless what the war mongers say, it cannot be defeated with bullets. In fact, it may never be completely defeated. It's more like a work-in-progress. The most effective way to control terrorism is through strategic police work. And that requires a worldwide, cooperative effort to pool resources, share intelligence, and attack terrorism from the inside out. We need to find the source of their financial support and choke it off. Furthermore, there needs to be an ongoing effort to engage in diplomatic talks. I know that those who support the war in Iraq believe that you cannot negotiate with terrorists, but how hard have we tried? Until you change the mindset of these extremists who want to kill us, or at least bridge the ideological differences, terrorism will thrive.

1. Political people should take interest.

You can never stop people hating. You can fight all you want, but you can not stop hate.
Not that you should not try, but it is a war that can't be won. Only education and the realization that more then one culture can live side-by-side in peace is it possible. But in our sad world, this may never happen because all it takes is a small group of hateful people to spur on a world-wide war against hate.
I wonder, have we lessened the number of hateful people in the world by this war, or have we increased that very same number???

If someone is willing to strap a bomb to themselves and blow up people who have nothing to do with what he opposes, I'm not sure if you can stop it. I think you can only hope to contain it.
Simplistically put, I think the steps are...
1. Try to convince as many moderate / on the fence types that your solution is better than the opposition's solution of a bomb to themselves. I think this is one area where we seem to be lacking in Iraq. We should be on television, in newspapers every day highlighting the difference between "us" and "them" (such as going to every measure possible in order to minimize civilian casualties during our occupation, while the enemy seeks to kill innocents at every turn). We should also be "buying off" anyone with influence, so that their followers are allied with us. It could also include negotiations with parties that you may not normally negotiate with.
2. Once you sort of minimize the pool of terrorists and explained to moderates/allies that you've done all you can to include them into the fold, it's open season on them.

I don't know how to stop all terrorism but Muslim terrorism you fight back hard.
They only understand force retreat they see as weakness.
I know it doesn't fit with the PC view of the world but that is how they think.
