The character is actually called 'The Childlike Empress' and she was played by Tami Stronach.

'The Neverending Story' is her only film to date.

Yes, the Childlike Empress didn't have a name, but was just referred to as the Childlike Empress. However, when Fantasia is falling apart she begs Bastian to name her and he does: Moonchild.
