Nurse girl was right, please ignore the dilation information. The os is the opening of the cervix, three cm's over means that the baby's head is at least that far from the cervix and not 'dropped' into position for birth.
This is important because if the baby is not descended into the opening before the water breaks, there is room for the cord to come out before the baby's head, effectively cutting off oxygenated blood to the baby (cord prolapse). This can cause severe brain damage, and make your labor very difficult, usually they go straight to csection if this happens.
Probably not a big concern, you're at the end of your pregnancy (probably) and they are trying to keep track of the timeline for labor and delivery.

Well i thought it meant that the placenta is 3cm over the cervix meaning you are placenta previa and therefore the placenta has not moved up and is blocking your babys exit. Therefore you would have to have a section. I was placenta previa and this was the kind of talk that was going on around me. PLEASE LET US ALL KNOW WHEN YOU'VE ASKED YOUR MIDWIFE AS THERE IS A LOT OF CONFLICTING ANSWERS BEING GIVEN

I think it means that the placenta is over 3cm above the cervix. Means there is no placenta previa where the placenta is too close to the cervix and could cause problems later. You aint got it so dont worry.
