Very hard to say. I'd say yes, they MIGHT be able to beat players ranked that low, considering that no one with such a low ranking ever makes it into ATP tournaments.
A little trivia (quoted from monoli.com - see link below):
"First Serena, then Venus challenged No. 203 Karsten Braasch to a set apiece at the Australian Open on Tuesday, and he beat them both. Serena fell 6-1, Venus 6-2. They played as intensely as they could, but Braasch performed with gentlemanly restraint. "It was extremely hard," said 16-year-old Serena. "I didn't know it would be that hard. I hit shots that would have been winners on the WTA Tour, and he got to them easily."
Braasch said that they wouldn't have a chance against anyone in the top 600...

Any male professional who makes his living playing on the men's tour could beat a top ten female. I would even say the top 100 men's division 1 players could beat the top ten females The Serves , strength of shots and footwork and fitness all are in the male tennis players favor. I am not being sexist it is just the way it is. The women are absolutely great and in a lot of ways better to watch because the points are generally longer and you can see the stroke production easier. You have to remember also that men's tennis is a lot deeper then women's tennis in quality of players. You rarely see a top ten women being upset by a lady ranked 300 , but with the men upsets are still unusual especially when you talk about Federer , but they happen more frequently.

even a man outside the top 100 could beat Serena or Venus, or any other top-ranked woman. Women have never played singles competitively against the strength and aggressiveness of men. Maybe if they could play singles against boys and men competitively while they grew up, they would have a better chance. I've beaten girls and women that are ranked much higher than me in terms of their rating easily. Men are physically more capable, and for this reason they live shorter lives.

The Williams sisters are a bit different - I bet you wouldn't have to go too far down the men's rankings before they could find someone they could beat on a good day. A woman of that physical size and strength isn't going to be too far behind men say, in the top 50 to 100. I bet Serena could beat a man higher still than that.

I believe that your answer is very simple. The physical attributes of men and women are very different, in tennis for example which your question refers to the answer is that a women's chance against a man would be very negligible.
Most of the people answering you question have refered to the Williams sisters and I will too. They believed they could beat a man ranked around 200, a gentleman ranked 203 accepted the challenge to play one set match against each of them and he won both sets. Thus proving that just because you are ranked no. 1 and 2 in the women's category doesn't mean you can beat a man ranked very low.
My friend is ranked no. 4 all over India, he has on many occassions beaten Sania Mirza on the court very easily.

I seriously doubt it.....I think Serena and Venus, and now a lot of the top ladies, have enough fire power to really take down some of the guys. But definitely Serena and Venus have the speed to match up with the guys and both consistently serve in the 105-110s or higher speed to hurt some of the guys not necessarily in the top 30s but as you go further down...both can hurt a lot of them. Even Nadals, before he worked on his serve, used to just serve in the 100s-105s....if the sisters can really get a good look at it...they can pound on that ball even Federer cannot touch. If the sisters are at the top of their games, they've got enough variety to really hurt guys....REMEMBER, most of the top ladies have male tennis players as their hitting partners....they're used to pounding groundstrokes with guys.

I like ur Q ! Few years back ,the William's sisters said they could play & beat any man. They were not taken seriously & was brushed of as 2 arrogant, but when offered a chance(in a friendly match), they claimed injury(haha). Sharapova early last year said the same as the william' sister, then billy Jean answered her bluntly :i don't think any woman in top tennis, could even beat a nr. 20 man. Since then all women players kept their mouth shut about that subject.

Philipp Kohlschreiber, a German ranked 58th in the world, would DEMOLISH any professional female tennis player, incuding the Williams sisters. In fact, it would likely be no contest as far down as the 200th ranked man against a woman. After that, who knows?

a men's tennis player actually challenged either of the williams sisters to a singles match (at their peak) but the sisters declined...
no offense to the women, but i guess venus and serena were smart enough not disgrace the distaff side...
