First and foremost- be rich and have lots of money. Then:-
1)Do some acting, release some albums with ____ music videos.
2) Be an ambassador of some famous brand or whatever.
3) Be social, go for parties, enter into relationships and catfights n stuff.
4) Participate in a reality show.
5) Shopping... and keep some pets exotic or join the crowd - dogs...

Some are famous and get it some pay for it .
Some get paid eg. Liz Hurley and Arun Nayyar wedding was paid for more than a million pounds by some media company for the exclusive rights.
Some make a show of going to temples
Some give strange parties and wine and dine the media staff.
Some do weird things to get attention , eg. like walking barefoot and going to Tirupathi, or shaving off their hair or colouring it purple.
Some date rich people and some marry rich people to come in the news.
Some wear funny clothes or keep strange pets to get themselves photographed for the news.

there r several ways to get publicity ,some show off , some show off,some create situations .
a few group of celebrity is there that keep quiet and then too get publicity

they give alot of money to charity, act stupid, try new hair styles, act like crazy ppl, get divorced, get surgery, get tattoes, use their money to make a school for the underprivaleged people, they cuss out their fans, stop eating, do drugs, adopt kids, do something really really bad, wear clothes that barely cover their bodies,
and anything else stupid they can think of
