Some students know the information but don't test well, so they have low scores. Some students don't know anything and just memorize the information for the test and forget everything once they put their pens down.

But you have to consider beyond just educational knowledge. There's book smart and there's street smart. A street smart person knows how to talk to people and get what they want. They might not have a PhD but they will open successful businesses and sometimes earn more that a person who was really smart in school.
