I think it depends on what you are looking for, some countries are better known for their schools abroad than others. Italy has famous art and fashion and film schools. France and the UK have great schools too for architecture, fashion and the sciences. Holland is known for a top quality medical school. The US has good schools but so does Canada. Some people value the school by devulging out names of people that it turns out. But not all publicity is fact and you may find a lesser advertised school meets your requirements.
Why not do a search under a listing of universities you can get over the internet and then contact those places. If best means good prices and not just good academia, then you would contact their respective registrar offices.
You might also want to know if you could do correspondence courses from those universities without actually being there. Does the university offer sufficient study space? What is the curriculae? All this and more is information for you to find out.

i would say the U.S. of America,Australia,U.K. in that order if you can afford/if you can get a scholarship.
