Some people are just immature and think it is funny to make fun of other people. In Yahoo answers they think they have found the perfect forum. They can practise their brand of cruelty where thousands of people can see them and think that they are so clever and funny.
They have no idea that they are seen as pathetic and about as old as a 12 year old, which by the spelling, most of them probably are.

Well, I wouldn't call them "mean," but once in a while I do give a silly or smart alecky answer to a question that I think is stupid. As the mood strikes me. It's a part of human nature, I guess. But because I'm not an inherently mean person, I usually regret it a little right after I post it!

If you tell someone you think their question is dumb, you will get reported and lose points. If you provide a humorous (or in your words, "intentionally stupid") answer, it won't be removed, because you can always argue that you were trying your best to answer the question.
In other words, displaying your own stupidity isn't a crime here, but pointing out someone else's stupidity is. Stupidity is limitless, especially here.

Because many of the questions reveal so much ignorance and stupidity on the part of the asker that the only appropriate response seems to be to play off that with a stupid answer.
Someone tells how they have debt equal to 3 or 4 times their annual income and their question is how can I get somone to loan me more money. What the heck can you say to that?
Someone wants strangers to tell them whether someone that has never so much as talked to them likes them or not. What the heck can you say to that?
Someone with 10 spelling and grammar errors in their question wants to know how they can get rich quick. What the heck can you say to that?
Someone wants a bunch of people who have never seen them to tell them if they're fat. What the heck can you say to that?
And if one more inbred doofus says "evolution is only a THEORY" I'm going to scream!!!!
