It's hard to say what percentage of jobs 'require' a college degree, but let me tell you about what college did for me.....
I skipped around from job to job ever since graduating high school, no making more than $10 an hour. You can't live on that wage and improve your way of living. You will barely scrape by.
I found a job at Motorola, making just under $10/hour to start. It was ok, but still hard to make it from paycheck to paycheck. Motorola closed their doors in the US, and laid me off. Through the North American Free Trade Agreement(NAFTA), I was able to attend college and get a 2 year degree in electronics engineering technology(EET). Before I even graduated, I found a job paying $12/hr., which was an improvement, but still wasn't comfortable. I worked there for just under 3 yrs. and found the job I'm at now. I'm making $45K/yr. salary now, with 3 weeks paid vacation, and I'm considered a professional now. I couldn't have done it without the degree and the knowledge I acquired at college.
College is a must nowadays. Right now there are people with Bachelor's degrees that are willing to take non-professional jobs because the job market is so tight. So the poor guys/gals with just a diploma or GED will be lucky to be employed.

Yes, a college education is a must these days. The degree gets you the interview. Without it, you are limiting youself to jobs that will only pay minimum wage or slightly above; hard to get ahead and survive... Remember that companies are laying people off by the thousands and you need something that will set you apart from everyone else.
A bachelor's degree is the norm; depending on the field, go ahead for the Master's. A PhD typically is not necessary, unless you want to be a college professor/instructor, researcher, or maybe a high level-administrator or something. Instead of PhD, many consider geting their JD or a second Master's. Also, (unless you want to teach, obviously) its better to get advanced degrees in other fields instead of "stacking" degrees. BA,MA,(Ph.D) all in one field. A college degree is also provides the opportunity for upward mobility. Usually those promoted to better (paying) positions have either been there forever, and have mad experience or an advanced degree.
I have wondered myself about the life experience and personal qualities, and of course it depends on the employer, but like I said, the degree gets you the interview. Without it, you simply aren't qualified. It is unfortunate, and rules out a lot of qualified people, but true. Just as you said, in decades past, the HS education was the standard; but today, a college degree is the standard.

undergraduate college is overrated, but it is necessary to get your masters or PhD, which are the degrees which will REALLY help.
The government is good about being able to substitute years of college for years of specialized experience, but alot of regular companies will just throw your resume away if there's not a degree on there.
