Depending on the school, kindergarten or first grade. So they start to learn and be tested on spelling at 5 or 6 years of age.

I've given spelling tests to students ranging from Kindergarden through sixth grade. Today, for example, I was subbing for a kindergarden class. It is their 132nd day of school. I gave them their first spelling test.

Letters and basic words (cat, ran, etc.) in Kindergarten, more formal training in 1st grade. Some school systems that don't have kindergarten (I student taught in one), all of the above in first grade.

Parents do (or should do) this by the time the child is 3-4 years old...in other words, before they enter Kindergarten.
