Yes, ISRO is planning to send man to space after 8yrs. Since they does not have proper equipments and plans , they are not sure about sending now.

Somewhere in April,2020. It's a project for sending Indian astronauts into space. I think before this already more two astronauts will go to the moon and come back after Sunita Williams.

They are trying to ratchet up their space program. I like that they are doing it because they will work for science, not the international prestige. It should all be about the science.
