Of course not. The law is made by humanity, and humans like any other species are innately flawed constructs of trial and error.
To put it another way, humans are lazy fetchers... and the law is thoroughly based on moral thinking: a list of overgeneralised rote rules that aren't really applicable to reasonable reality...
Individual judgement based on particular circumstances would be ideal, but is rather too complicated to be implemented by such an inherently flawed society. While we are capable, if we really try, of making roughly objective judgements of our own circumstances...... to ask a government to make objective judgements on an entire country is beyond reasonable.
We work with what we can use.... but it is far from fair. That is the sacrifice we make for its simplicity.
[And yes, the law might seem complicated, but it could be a billion times worse and then some.]

yah, sometimes its not. since laws are man made, there's bound to be lopsidedness. so bear with it. there are too many glaring examples that the law is being made to look foolish. also some are indeed justified. it depends on the society and the situation. even some of us question god's justice and his laws. anyway, humanity has been misinterpreting many of god's laws -hence the mess we're in. how to resolve it? we have to work hard at it
