Shashi Tharoor, former UnderSecretary General of UN was not 'rejected' for UN Secretary General. He stepped down when it became obvious that that he would not make it. A Permanent Member of Security council had voted against him n mock elections, which would translate into a veto in proper elections. The USA, with Russia, UK, China, and France are the Permanent Members. There has been much speculation on who voted against him. It could be US, or any of the other 4.
