Usually it depends on your business needs. If the website is meant for your personal use such as blog or a personal profile website to share with friends, you can actually get some free website.

For a website with membership features, you will have to pay a little bit more as roughly about RM 2000 - Rm 3000 for development. A normal 5 pages website has already cost RM 800 - 1300 depends on the design.

if you wanna try it yourself, you can try to look for dotnetnuke or phpnuke which is a portal that has membership features and quite stable in the market.
