Local (goverment) universities are the cheapest. Among them which located within Kuala Lumpur and Selangor are University Malaya, University Technology Malaysia, University Putra Malaysia, Univerisity Kebangsaan Malaysia.
Private university like UTAR (University Tunku Abdul Rahman) is affordable for average family in Malaysia. UTAR starts to enroll foreign students now. Find out more from their website.
You have to subscribe studymalaysia.com in order to find out the fees involved.
The Education Guide Malaysia (hardcopy) provides the detail fees and costs involved for majority of colleges and universities in Malaysia. It is easier to refer to this Guide rather than surf the internet.

IPTA is definately cheaper... and usually u can get loan from PTPTN easily. for private univ, u can apply ptptn(theoretically), but most probably, you won't get it.
I spend 21K for my 3-years undergrad in IPTA, my mom give some for my living expenses.
In private univ/collage... definately more expensive. heard UTAR and TAR college need 45-50K, not including living expenses, renting a hse, transportation, reference books etc. And in some area where 'expensive' colleges located and 'rich' student studies (such as INTI, SUNWAY, MONASH etc.) living expenses is even higher... u spend more each meal, renting a room etc.
among private colleges/univ, UTAR is cheapest. but if u do not hv the luxury to spend a lot for colleges, i suggest u to take form6, go local IPTA, and invest more money on buying good reference book.

INTERNATIONAL ISLAMIC COLLEGE
it is basically a college under inter.islamic uni...
and hella its cheap 2 yr n half dip is only rm15 000
it has dip in buss,account,IT,COMP SCIENCE
