think about it, the speed aint reduced as the supply of rain is constant, right? it may look like its slowed down, but the volume and pressure will be the same.

what is the water doing when it comes out of the drain ? i assume thats where u need to slow it down at as the rush of water is moving all of your mulch or ripping a hole in the ground where your lawn used to be . best thing to get is rocks,about fist sized(they will call it potatoe rock when u go buy it ,or pick it for free).place these so the drain tile rests on top of them a little and let the rocks extend out a foot or foot and a half past the drain tile. hope that helps ya

not really anything you do is just going to raise the flow line and the speed and volumn will end up the same.

if you are trying to stop water from overshooting a gutter at a valley or such they make a deflector [or you can diy] that you add to the top of your gutter that'll catch the water.
