why are those two letters included into the name of the city?

District of Columbia

Washington D.C. is not part of an American state. It is a district. As such, citizens of the city are not represented in Congress by a voting member.

Washington D.C (District of Columbia) is the capital of USA. Since USA also has a state with the same name (Washington, North-west), the letters D.C are used along with the city's name to avoid confusion.
