I've just been told that we now have targets to reach in work. Am I entitled to claim commission then ?

No, the two things do not necessarily need to be related.

If you have been set targets, it is just your employer's way of trying to motivate you and get you to achieve more. My boss set me some targets, and it did motivate me ... for all of about three weeks. So it was a pretty pointless exercise from his perspective. From my perspective, it's good because it means that when it comes to my next pay review, I could possibly negotiate more because I can say "look, I have exceeded all of my targets".

If you think that you should be entitled to commission, then have that conversation with your boss. Be prepared to outline all the reasons why, as you would if you were negotiating a payrise. But just know that being given targets does not automatically entitle you to commission.
