I make lamp shades and one o my friends suggested making lanterns with mulberry paper, rice paper, and all those other luminate papers that asians use to decorate with, but does Mulberry and Rice paper burn? Would I have to get a flame retardant spray to put on the paper so that it wouldn't burn the paper or catch fire?

As long as your light bulb is far enough away from the paper shade and only on when someone is in the room with it, it will be OK. When you go to your craft store for the paper, ask about a flame retardant you can apply to the inside. Good luck. Sounds pretty!

You can get the flame retardant spray at http://www.StumpsProm.com Remember to keep the wattage low for any paper lantern.
