It is the same as full stop. But to emphisie a point, they say period, as in end of discussion, that is it, finished.
They shouldnt write it, that is just plain weird. But after all they are americans. :)

When we say period it means we absolutely think we are correct and there will be no change in our answer. Like if I say Joe Montana is the best quarterback ever. Period. It means ain't no one changing my mind about that.

americans dont exclusivley do this, everyone does!
its a way of enhancing word power, by speaking the full name of something you emphasise its importance.
instead of "john" you could say "Johnathan Alexander Jones!"
which sounds more effective?
a period = a full stop, but the american way of saying it.
i dont want you driving that car
i dont want you driving that car FULL STOP. which sounds stronger? americans just use period instead of full stop.

For emphasis. It means that what the person has said is beyond argument. It is sort of a polite way to say either shut up! or do it! or don't argue with me!
