No, Karl Rove is mainly a strategist, and being so does not always have the beliefs of the Republican base in mind.

One example: It has been reported that Karl Rove is behind the plan to push for amnesty for 12 to 20 million illegal immigrants. It is his belief that they are the key to a stronger Republican party. Most Republicans strongly disagree with this fact, as they believe that the law is important, and should be enforced. Further, the data shows that poor Mexicans, the main component of all illegals, coming from countries more based in Socialism, will probably become Democrats if given "free" legal citizenship.

Further, it has never been proved that either Rove or President Bush are Reaganites. I believe that Rove likes using the term, but that he believes that furthering govt expansion and spending is the main key to strengthening Republican candidates. This is not Reaganism, but rather the belief of the Democrat leadership, save for the belief in tax cuts. Again, most Republicans disagree with this strategy.

In summary, Republicans disagree with much of what Karl Rove has pushed to strengthen the party. They believe in fiscal conservatism above all, with tax cuts paired with reduced govt. They also disagree with ignoring our borders and the law when dealing with illegal immigrants.
