NFl teams have to cut down to 53 active players per game.
There are ways around that figure. A player can be deactivated to miss just that one game and be available for later, thus the team still owns his rights. Also, some players get onto injury lists such as the Physically Unable To Perform list, which gives them basically half the season to get back to game level.
If a player goes on Injured Reserve, he is done for that season. Should this player be one that was on the 53 man roster, another player from waivers or a team's "taxi squad" (unpaid players list of six players) can step into the 53-man active roster.

Usually when a 1st round draft pick is cut that early, even if not the 1st overall pick, someone picks him up. I couldn't really say because we don't know what kind of shape he's in right now.
