You can visit Singapore on any days if it's weather because it's summer/spring here everyday. Haha. December is the monsoon season so it rains very frequently here. (but i like it ^^) Mid-year is the hottest.
If it's the atmosphere, new year and christmas will be better because there are more celebrations on these two occasions than any other occasions. Hmm... if you wanna look at those big big kind of mobiles on the roads (I forgot the name), Chingay will be preferable, if i'm not wrong, it's also on one of the new year's days. Lol.
