I know I'll eventually have to put a rock in the tank and lower the level so they don't drown, when is that done?

bull frogs can take two or more years to totally develop into an adult frog. when it gets front legs i would put in something that sticks out of the water. you can add the rock now if you want, for decoration. there is a company that make floating docks for frogs and turtles, thy one of them. good luck

Bullfrogs take longer than most to fully develop. Put a rock/ramp in there after the front legs have developed; and lower the water level. However you could be waiting months and months before this happens. It varies.
