PetCo and PetSmart will not take them, as I guess it's against their policies (I've tried - they say they can't). Your best bet is to try and find a local pet store that isn't part of a national chain. They'll usually take them off of your hands for free, but sometimes you can manage to get a store discount on supplies.
If you don't have a local non-chain pet store, you can also try selling them or giving them away on your local Craigslist site. I've had better luck doing this (giving them away) with my guppies.
I've been so inundated with guppy fry lately that I moved the females back in the 55-gallon tank with all the other fish, just so the fry would get eaten by the others. At this point, I can count ten week-old fry in there. Guess the other fish don't like guppy fry...

Petco and petsmart both have policies against buying fish from people. It is because of their contracts with suppliers. Try small local stores.

Ask your friends and family if they know anyone who would want a free pet fish or two.
Otherwise, look for a local pet shop on yellow pages and ask if they would take the excess fish.
Also, kids in elementary school would love to take care of them. Call your local elementary school and ask if their classroom can take care of the fish for you.

You should never put aquarium fish in to local rivers or lakes as they can compete with native species.Probably trying a pet store is the best idea.

Range Rover, if you have friends who share the same hobby of aquarium, then give it to them. This is the simplest way.
Another way is, ask here at YA! who'd be willing to take in your babyfish. You must provide info about where you live so that people who live near you can answer.

Call the pet stores and see if they'll buy them off of you or take them off your hands. Some will especially if you got yours from them. Call some of the grade schools and see if they're having any type of carnival night for the kiddies. Offer to donate them if they are.

Most chain stores will not take them. Any mom & pop store will. They will not always give you any cash for them, so don't expect much.
I feed mine to my green terror. He loves baby back ribs.
