Perhaps they just don't want to make new friends. Or are too busy to keep up with people contacting them all the time.

Well, in my case, it means I don't want anyone to talk to me cause I'm in a foul or depressed mood and want to hide for awhile. I'm like that now but it could be almost any reason, depending on the person. Sorry!

Don't want to be contacted in general: They like the option of privacy and don't like to be bother.
Not contacted by you: He/She doesn't like you or have any interest in knowing/hearing from you.

Usually some weirdo has been hassling them real bad and so they switched off the contact capability

Usually in my case, that means they no longer want to speak to me anymore, which that's fine. I can't stop someone from feeling the way they do I suppose..

In prayer, yoga, or a trance.

I've said that before when ending relationships. " Please do not contact me any more". But mabye they just need a time out.
