just wanna know if grammatically it is correct

It depends. If you take Jullie out of the statement, would you use me or I? For example, "I went to the store" would change to "Jullie and I went to the store" or "What did you bring for me?" would be, "What did you bring for Jullie and me?" Make sense?

'me jullie' is using me as a possessive. It's really 'my julie'.

It should be Jullie and I. But... it is not always correct to use 'I'. You have to take into account the rest of the sentence.
'Julie and I went shopping' or 'Julie and me went shopping'.
You take out the other person and consider what you would say. Would it be 'I went shopping', or 'Me went shopping'. Hopefully you answered 'I went shopping.' This is correct.

It is incorrect to say 'It made sense to Julie and I', because if you take out Julie it would be 'It made sense to I'. Hopefully that sounds wrong to you. So in this case it is 'It made sense to me'.

No, it is a gramatic rule that it is always the person and then yourself and it is always written as

"Julie and I" or "Dad and I" basically it is always written and said as "Whoever and I"

One should always put the other person before yourself. And the person being address should be put first. Like "Juliet and me". And "You, Juliet and me".
