That is called phimosis. I initially included a link here, but then changed my mind because it had explicit pictures and I don't want to get in trouble for posting it. Anyway, now that you know what it is called, you can do a search and find some good medical information about what causes it and what can be done about it. Good luck.

How old are you? If you are a young teen, it may not have matured enough; some men can't retract until they are 18 or 19 or even older. People develop at different rates. If you are older, you may have phimosis, a non-retractible foreskin that needs something done to stretch it.
This condition does NOT require circumcision, and you should RUN from any doctor who suggests cutting you in any but the most minor way. You probably need stretching exercises and possibly some hormone cream
There are a number of excellent references on the treatment of phimosis at http://www.cirp.org/library/treatment/phimosis/ Please look at this site carefully. It is a bit complex because the subject is complicated, but I can't write all that stuff in an answer.
Ideally the foreskin should pull back smoothly all by itself whenever you have an erection. That should be achieveable in just a couple of weeks of stretching, as long as this is not "false phimosis," that is, a penis which just has not had time to develop to the point where the foreskin retracts.
DO NOT LET ANYONE TALK YOU INTO GETTING CIRCUMCISED!

simple, get a circumcision. it does not hurt. only a little uncomfortable for a few days-week. you will not lose sensitivity as alot say on here.
most people answering have had a foreskin thier whole life, or were circumcised at birth so can not possibly have any idea on the difference. was 10 times better or more since mine was circumcised a few year ago

its not big enough to retract because you have an erection but without an erection it can be retracted
