Why not ask him yourself why he does these things to you? Chances are he might be interested in you, and is testing to find out if you'd reciprocate his feelings. Even if he is a homosexual, that does not mean there is something wrong with him. You both need to sit down and talk about it. If you don't feel the same way he does, he needs to know that in a manner that does not break his heart. After all he is a friend of yours, and if you are truly his friend too, you will not let this affect your friendship with him. Just let him know that you do not like him approaching you like this, but support him in finding the person he deserves to be with. Do not let this change your attitude or behavior towards him. Unless he refuses to understand your point of view too. In that case, just be firm.

I would do the same right back after he initiates it again.
I would half heartally laugh at him and say..." you better watch it, you're making me hot !!" Then when you part, give him a good long stare to show him you meant it as you walk away. Chances are, he'll hunt you down for more !!
