As with many legal questions, the answer is "it depends".

There's a difference between renting a car out among a few friends, compared to holding yourself out to the public as a source of rental cars. So, context matters.

Also, laws vary by state. So, what's legal in one place may not be legal somewhere else, and vice versa.

As with all legal questions, if your legal rights and liabilities are at issue, consult with a licensed attorney in your area.

Few years back, LTA had opened up the rental of private registered car by private owner to encourage fewer cars on the road. So long as there is insurance coverage (Normal car insurance don't cover the period of renting, you need to add on the existing insurance), it's totally legel for private owner to rent out a car.

You may check out at LTA website, here is the link: http://www.lta.gov.sg/motoring_matters/motoring_vo_policynschemes_private.htm

Quite sure it is illegal because you do not the insurance to cover car under rental.

If nothing happens, you are lucky.

If something happens (such as a very bad accident), you may sink into deep trouble.

It may not be worthwhile to do so. Too much risk!
