What is the difference between low bandwith and limited bandwith?

I am trying to find out the difference in simple to understand terms.

Low bandwith is when the majority of the bandwidth is being used b y a computer or computers at the same time.

Limited bandwidth is when a computer is only allowed to access a certain amount of the total bandwidth.
