Can you perhaps provide a link to some news article or proposed ordinance that describes what you're talking about?

For those of us who don't live in Belmont. I can't find anything doing a standard search based on the information you've given.

You are speaking of the no smoking ban except for single family detached residences and making reference to the fact that if you can not afford to buy or rent a detached single family home - you are being discriminated against. I think you are correct - this is crap.
