I had a similar problem with both an Inspiron 1100 and an Inspiron 5150. both of which use the same chassis as does your 5160. There is a small magnetically operated reed switch located in the touch pad assembly. This switch is activated by a magnet located in the laptop cover just to the right side of the left latch clip. This reed switch sometimes sticks closed and interferes with the ability of the unit to start. Try tapping somewhat vigorously on the laptop case slightly to the lower left of the touchpad/mouse assembly. This on occasion will loosen the stuck switch and allow boot up. If this is the case, you need to replace that switch. I ended up buying for $8 on eBay an entire new top for one of these laptops, and then removed the switch and replaced it. Works like a charm now. (Hint: if you call Dell support, they will tell you the MB is fried and has to be replaced)
