It might appear so given the number of questions to that effect. I wish I could stand on the very top & scream that its not a honour or an achievement but a description of your activities in Y! A A top Con is one whose answers are restricted to 3 categories & has reached atleast Level 3
That's all there is to it. Many ppl in Level 6 & 7 are not Top Con's
for this reason only

Nah, that's not much of an accomplishment. Just imagine walking into work and saying: "Hey! I'm a top contributor on yahoo answers!" You'd get laughed out of the building.
