Yes it is very annoying and what is also annoying is that they tend to think all Asian girls likes to say "Me love you long time". Every time I hear that I want to smack them.

I bet this can be blamed on anime. But more specifically, fighting games. Admit it, "Hadoken" and "Shoryuken" would just be a lame-o fireball and an unimpressive uppercut-looking punch without these cool battlecries accentuating them. Granted, yes, I agree, it does not make any practical sense to yell out anything more than a standard kia when attacking--it has a lot to do with helping coordinate breathing and motion, if I'm not mistaken.
I suppose it is assumed that in the cartoon or anime's chi-system calling out the name of the attack helps invoke the power of that move.
Again, yelling out "Kamehameha!" (Dragonball) requires way too much breath, time, and in a minute level muscle for it to make practical sense, but if it gets a cartoon character's mojo going, then what right does common sense have to intervene?
Bottom line: Relax. It's just a cartoon. TV has enough on the airways to insult everyone. Even martial artists.

dont be naive, sweetie, of course they dont think that. they r ust building on the martial arts they know and alter them in order to make them louder and more attention-grabbing for the children (USUALLY children, LOL ^_^ ) who watch the show.

plus, how is the person watching supposed to REMEMBER the attack's name if they dont scream it out every now and then? LOL
