You need a wireless router. Some DSL providers will let you upgrade for free or a nominal charge. If its free or really cheap a Linksys would be OK, I guess, especially if the provider supplies set-up support.
Otherwise DON'T get a Linksys. Get a Netgear.
You may also need a wireless card for your computer if it doesn't have one. GET THE SAME BRAND AS WHATEVER ROUTER YOU END UP WITH.

A wireless DSL router (sometimes called a modem) is a good start. You also will need a wireless unit of some kind on the upstairs computer to send and receive data to/from it.
A USB wireless STATION unit will work fine (about $40), unless that machine already has one built in.
For Internet access, You might also set up Windows ICS on the downstairs machine and use an ACCESS POINT unit for wireless communication, but this would be more difficult to set up than the wireless router above and you would have to leave the downstairs computer always running which would not be necessary with the wireless router.

Then, configure your Wireless LAN to use an IP address (192.168.0.10 would be good) and same subnet mask as the router. When you connect, try the same channel as the router if it doesn't automatically detect it.
If you use the range extender, also configure the range extender. Usually this is automatic and transparent. Consult the manual.
Don't forget to also configure the router to use secure WPA of some sort or anyone nearby can just take a free ride on your broadband - opening you to identity theft, intrusion, and slow network.
