I have writen a book (fiction, humour) and want to get it published in India FREE OF COST. How do I go about it

It may not be FREE of cost, but you could always try to e-publish your own book--assuming you've had it professionally edited...?

Um, submit it to a legitimate publisher in India?

No author should ever pay to be published, regardless of location.
