im not sure how much you know about body work/painting, so assuming you know nothing:
if its just surface rust, you can sand it off, if you got holes, you cant 'bondo' it, you need to replace the metal.
bondo is about the worse filler you can buy. Its impossible to sand, and it chips. I highly reccommend a filler called 'finish master'. its a bit more expensive, but its very easy to work with.
heres the basics on paint.
you must sand down to the bare metal...
you need:
self etching primer
primer sealer
paint
if you are painting the bumpers, you need to buy an additive for the paint, so it will flex. different companies use different things, the first one that comes to mind is fish oil... your paint store will have it.
one thing that you must know about black, is that the prep work needs to be absolutley blemish free. gloss/Black is one of the hardest colors to paint, because it will bring out the blemishes.
of course youre going to need to get the paint color matched, so take your car to the paint shop, and they will hook it up to a computer, and it will tell you what combinations are needed to get that color. Black isnt always just black, it may be a 3 step.
A 3 step paint would be, a base color, another color, and a clear coat. So this why you need to have it color matched.
This doesnt sound like a pretty big project, so a standard 30 gal compressor should be fine.
There are different types of paint guns you can use. I find using a gravity feed gun, uses less air/pressure, so a smaller tank is usually suffecient.
You also need a medium wide nozzle, the less amount of strokes you have to do, the lesser the chance of you screwing it up.
paint can run from $20 qt-$1000. if you truly have a standard gm black 2 step paint, then paint will be closer to the low end of that.
Obviously to paint your own car, you need somewhere to paint it. if you have a garage , i would put plastic sheeting up everywhere, and of course, youre going to need a venilation system in the ceiling, because paint dust can destroy paint jobs. The venilation system can be cheap. buy a fan at the dollar store, and run a air duct to it from about the area youre painting. Do not put the fan directly over the project, but the duct above it.
Heating/hummidity. To lessen the chances of ruining your paint job, you need to control heating and humidity in the area. go to the dollar store and buy a dehumidifier for $5. put it in the garage inside the sheeting area for a couple of days before you paint. Heating. Paint dries faster in heat. buy some heating lamp fixtures at the dollar store as well.
so after you have everything set up, and the primer has set, been wet sanded, and sealed, its time to lay the paint.
Always poor the paint through a filter.
you want to lay down 3 medium wet coats (the paint containers will tell you how long it has to dry before you lay another coat). the coats should cover the entire area youre painting. if you stop and start in the middle of a coat, the paint is going to be uneven and very noticable. and youre going to have to sand it down and start all over.
Different clear coats require different painting techniques. Some require a distance of 6 inches, and others 18... some require 1 coat, others will say multiple coats. The reason why, is that if youve ever tried spraying a clear coat farther then the recommended distance, it gives you a matte finish, instead of glossy... so it basically ruins your paint.
I think this is a good overall picture of whats going to be needed to pull this off.

you have to get rid of any rust or it will be back. remove whatever rust is there, (cut and weld) or i have had some success with por-15 paint , which you paint over rust, and is a cheaper, easier approach. i have repairs lasting 10 years so far with it. awesome stuff. call them first, though for exact instructions. dont kid yourself on black paint, it is the hardest color to get right, all the work is in the prep work, if it aint right it will be so obvious as to smack you.
