Two part answer:
1) Our brain does indeed radiate energy (heat, electric field, some very low frequency waves - Hz range). For a well fed individual, the average brain radiation during waking hours is about 2100watt/hrs.
2) I personally do not know of conclusive research indicating that the radiation of the human brain can be "received." The concept of reception requires that the original transmission contain some definite information. So for example, my radio can receive the local radio AND the local radio transmitted something meant to be received. Whether or not the same can be said for incident radiation from the human brain is a different story.
Finally, you do radiate some things that others can receive. They are sound, body expression, and actions. So in that respect your brain is utilizing definite transmission methods with the intent of reception. Hope this helps.

I think our brain has some electrical energy... as the nerves work with current jumping to one nerve to another. But how we can catch that information and project it so that another human can determine what's going on inside our though, I've got no idea about that.
However from emotional side. Our face is actually 'radiating' of what inside our though as well as our emotion. For example, you can know that somebody is thinking about insuficient money when you see someone looking at their bill with a sad face.

The answer is: Yes. Now it might seem weird but there were experiments in the Hado Institute of Tokyo that shown that Ice crystals formed based off the thought patterns projected upon them by volunteers. This experiment shows that it is possible to project thoughts, but to what extent is still undeterminable.
