I suggest you get a intern/grad and get it done from him.
Pay him as much as you can afford. Give him space to learn.It will be benificial for him as an Experience and you will also get your job done.

well, what exactly do you need, doesn't make much sense to me but i assume you are looking for help and hoping someone will design a site for you using frontpage, which i don't use, i use notepad.
