Try backing up the thesis like this-
The gov't isn't too happy with the people having many rights. This is obvious because with the Patriot Act, the gov't can now listen in on phone conversations, spy on your internet activities, hold you at secret prisons anywhere in the world (if they label you a terrorist) without rights to attorneys, check all of your orifices at the airport- all in the name of "fighting the war on terror."
However, I disagree that it's a "continuation of the erosion of civil rights through the fear of communism." I'd have to say it's more like "continuation of American policy to be the world police and most militarily advanced nation on the face of the earth."

bash some citizens a little, such as, things go wrong on tv so that justifies some bad behaviour. seems like a certain spook mentality that happens when all the ads say prepare with a bomb shelter or, more recently, have supply kits ready. earlier generations get "cool" because it was so much more drastically real for them. in all this confusion and debate, perhaps some guy or gal at work had to work too many hours, i'm not kidding you. also, people that are on the edge of their seats about a radio show governing the emotional level of the workplace. thats the civil right thing i notice. maybe that will give you a little material to work with but probably not the entire talk.

The common denominator here is "fear" - fear of anything can erode civil rights, when the governing body determines that the fear is sufficient to overrule civil liberties.
Fear of AIDS, for example, would start to erode civil rights if the governing body decided that they should monitor everyone's activities which may lead to AIDS.
Fear of the medical profession being sued could lead to erosion of civil rights if the governing body decided to ban certain operations - it would take away people's right to choose for themselves.

It's not a good thesis to begin with. Try rewording it, then you will see it does not make sense. "The destruction of civil rights through fear of terrorism is a continuation of the destruction of civil right through the fear of communism" What is that really saying? Break it down. Are you trying to say that Civil Rights were damaged through fear of communisim and we repalced that fear of communisim with terrorisim? I'm not sure how to help you other than just telling you that the thesis isn't very good. Sorry!

Find examples of how civil rights were eroded due to communism and correlate them to examples of how civil rights are currently being eroded due to fear of terrorism.
e.g. The Communist Control Act of 1954 to The PATRIOT Act or something else, just do some research.

Fear of terrorism, like the fear of communism did before, has caused a knee jerk reaction which has caused our civil rights to be curtailed. patriot act-McCarthy hearings, profiling both types of target. results of each action comparison. It's now a comparison/contrast.
