only if the CIA said so...

and anyone that has access to CIA/top secret material... members of congress in certian committees... the president... maybe homeland security folks and some FBI folks...

basically there are a number of people that have top secret clearance... both in the CIA and in the government... so any of those...

it's almost impossible for anyone who's not in that group to get any of that information though... at least impossible to do it "on the record"

Top Secret clearance is based on need to know....The people who leak this information are usually inside and give out the information in order to take advantage of certain situations mostly for a political purpose. The situation regarding Vice President Chaney for instance. He found that leaking the name of Valerie Plane was to his advantage. Her husband was a power broker, ambassador in Washington, and Chaney found him a weak link in his pursuit of the "War on Terror". It was done to silence any one who might try and prove that Iraq did not have any Nukes at the start of the war or was in fact pursuing any WMD's. Leaking the name of any CIA employee is in my assertion treasonous.
In fact Iraq was not pursuing WMD's they could not even shoot down an airplane. There was a program that involved 30 people who were to visit their families in Iraq from the United States. The CIA employed these people to visit their family members before the start of the war in order to find out if there was any program on going. This information was never brought to light. They in fact came back before the start of the war and had made it clear to the CIA that there was no program in effect before the start of the war all the this information was buried in the archives at CIA. These were people who had family close to the Top of Saddams war programs, and had inside information. The Bush administration kept this all out of the public view.

Our entire government is based on secrets. Eventually some of them have to get out, they can only hide so many.
