press the start menu and press control panel find the tab called speech click it type what you want it to say and press play

Your problem is very easy to solve !!
Just follow the following steps !!
1. Click Start
2. Click Control Panel
3. Click Speech if its in classic view.
If its in Category view, click Sounds, speech, and Audio Devices and then click Speech
4. Type what you want your computer to say !!
5. Enjoy !!

If your keyboard doesnt work, try to reconnect it onto a USB 2.0 port. (the one at the back of my computer)

I forget the name, but, I installed a software for a blind friend, I think it was; "Wineyes" it talk about everything you do, but, it not cheap.
