You can add a chlorine tablet (one for every 20-25 litres of water) once in every 4-5 days. If some of your pets drink the water, don't add the chlorine tablet directly in the fountain. First, dissolve it in a bucket of water, keep for 24 hours to remove the harmful affects of chlorine, then add it to the fountain.
If you don't get a chlorine tablet, you can add small amount of bleaching powder (5 gm).

I would not put chlorine or any chemical that can harm birds or wildlife. You can purchase some plants from a garden center that are made to float in water that will automatically keep the water clear

Nothing, because if birds drink out of it any chemicals could hurt them, but maybe once or twice a year under direct supervision you can run a mix of bleach through to clean it out. This process probably will take 30-45 minutes but up to an hour of your time, then it is done for a bit.

I always put an average sized tablet of chlorine in it about once a week. You can find them in the pool care aisles of most stores.
