I'm looking to stay at a hotel on International Drive but am on a strict budget. I am looking for a place to sleep for two. Any suggestions?

Holiday Inn, Ramada Inn, look up Orlando on the web and see the hotels or go to expedia.com and search hotels by area

I know it sounds cheesy, but if you have a strong backbone - stay for free and do a timeshare presentation. I did it. It took nearly a whole morning, but I stayed at a nice hotel and it was free!

My family and I stayed at Fantasy Club Villas and it's cheap and beautiful. It's actually on the Orlando/Kissimee border.

there's no public transportation yet some motels do furnish loose holiday to Disney. besides which you're purely form of transportation to Disney is taking a taxi or renting a motor vehicle.

you could take your chances (haha) and just drive by
and see who has the lowest prices on the signs

BUT - they may have a restriction on the number of rooms that are available at that price - better check on line!
