I think you might be referring to "Stronger" by Sugababes. As you can see from below lyrics it starts similar to what you say the title of the song is, but thats not the title.

"I made it through the rain" was originally written and sung by Gerard Kenny (the guy who did "New York, New York, so good they named it twice", and "I could be so good for you" - the theme from the uk tv series Minder). He wrote it, as with most of his songs, with Drey Sheppard
Barry Manilow wrote some different lyrics and recorded it, but he didn't write the original. If you look on the credits on Barry's albums you'll see it was written by Kenny/Sheppard.

It is a Barry Manilow original- pretty sure its been covered by everyone from established stars like Mariah carey to American Idol wannabees.

I don't know which Brit Girl group did the cover. Sugababes typically stick to their originals though... but I really dont know.
