It's acually a play on Greek Mythology.

Icarus and his father were exhiled on an island. His father devised a plan to escape by fashioning wings out of wax and feathers. The wings worked and both flew away. His father warned him not to fly too high because the sun would melt his wings and he'd come crashing down to earth. Icarus didn't heed his fathers warning and flew too high anyway. The wings melted and Icarus crashed.

The cartoon is thus comparing the Patriot Act to Icarus. In the government's mind the Patriot Act was a good idea, but as we used it more and more (flew higher), we're now getting burned by unchecked powers (the sun).

The patriot act is not working and since the Democrats have control or the majority it is going to get shot down!

Bush's Patriot Act, an attack on the constitution and our rights, has been shot down by the new Dem majority. We will be getting our freedoms back.

It is saying that someone (I'm not sure who that is supposed to be, but probably Bush) has been burned by the unchecked powers of the patriot act. Of course this hasn't happened, but evidently facts don't matter to this cartoonist. Obviously a liberal.

it's saying that the patriot act is bad. the government is out of control.
the republicans and the demokrats.
