OK -

The cartoonist equated Pres Bush with Icarus

and the Patriot Act with the wax that held Icarus's wings on , which melted when Icarus got too close to the sun . .
The author also equated unchecked power with the sun . .
Although the cartoon sorta looks like it is spitting Bush out , not Bush falling . . .

The Patriot Act is represented as Icarus, the boy whose father made wings for them to fly; but Icarus flew too close to the sun, melted the wax that held his wings together, and fell to his death.
Unchecked (unlimited) Power (political power, that is) is represented as the Sun.
The Patriot Act will die like Icarus if it's power is not limited or regulated in some way.

It suggests that Attorney General Alberto Gonzalez and the Republican administration pushed their luck in passing the patriot act (Gonzalez has been called on to resign by political oposition)

Sun as power source and it vastness power being compared to the vastness of patriot Act unchecked power effect on person rights, which I figure to Unconstitutional.
